Can't get any emblems from silver req pack

I have all the amor and helmets unlocked and when I open the silver pack I’m not getting any emblems. Anyone know why?

Hi there,

Some rare emblems are unlocked when you complete commendations, so you can’t unlock them through the silver packs. That are most probably the emblems you have left.
