Where is it?
Sadly the Xbox Store hasn’t released him yet for reasons unknown. He’s been out on PC for hours though.
It’s currently not available on PC for me. It may have been available at one point but it’s not available now. Halo Wars 2 add-on section in Windows Store does not show Johnson [http://i.imgur.com/kLefGwJ.png] but Season Pass in Windows Store shows Johnson [http://i.imgur.com/9hlqS0Q.png]. I have tried logging out, logging in again, restarting my PC, nothing… Pre-ordered Halo Wars 2: Ultimate Edition for PC if that helps anyone at 343. It was a PITA downloading Colony last month too.

I’ve been waiting to play with my johnson all day, it’s starting to get painful! I sure hope I get to check out how hard he is to beat down soon.
I can’t play as him at all it says that it is downloaded but it shows it locked what is worng with my hw2 account? Where did he go?

You need to press start on wars 2. Then manage game then go to ready to install and you will see him.
Can’t find your Johnson? Sounds like a bit of a personal problem.
When I loaded up the game I got a message of the day saying he’s been added and then to press Y to go to the download page. That worked for me.
This morning I was finally able to download Johnson on PC. Last night it showed Colony as the available DLC in game, but this morning it showed Johnson as the available DLC in game. I clicked on the link to go to the Windows Store and it automatically downloaded the new leader. I also have the 5 Blitz packs for Johnson now.
