I’ve been searching all day today around 3 hours and I haven’t found a single game for the Halo 3 Insider. What gives is this game just totally dead in my country or are the servers having issues?

Sadly the game is not really popular on Asia, Later on the future they will add “Regional Server Selection” according to Last Month Development Update.
Try using a VPN. I’m located in Iceland and late at night the game refuses to put me in a US server, I’ll sit in queue for a good 40 minutes plus. Though during queue if I temporarily turn on my VPN to New York, check network settings and look at the pings, then I back out of settings back to the queue and disconnect the VPN, I nearly instantly I get a game in East US.
Seems like the game stores your list of best servers to connect to and adamately sticks to the top 2 ping wise and ignores the rest. Manually checking network settings seems to refresh this list. You have to do it while in queue otherwise when you connect via VPN before queue it’ll refuse to let you start queue, playing with a VPN seems to require restarting the whole game and Steam if you’re using that. Requiring a re-login on Steam since you’re getting a different IP.
I’ve been having more luck recently with games around 4pm and after. Tried a VPN Nammi VR wouldn’t connect to servers when trying to search.

You’ll want to do it after you’ve started queue or do so before launching the game/Steam.
