I’ve been hanging out for Halo 5 Forge for a while now, I even upgraded to windows 10 almost solely to play, now I can’t because this error is all that shows up in the store whenever I try to download it. Can’t believe I had to talk to a Microsoft Tech and an Xbox Tech to try and resolve the issue, they couldn’t even help me.
I’m getting the same issue. I’ve tried many, MANY solutions but I can’t find a single person in the world with the exact same issue as mine.
Same boat as you, when I’ve talked to support 4 times and on the 4th they told me that 343 are aware of the issue but can’t give an ETA as to when it’ll be resolved.

I got it fixed by downloading it to my C drive instead.
I’ve found only one WORKING solution. Reset Install
