I just created two challenges, both custom and running for 3 hours, one for 1,000 kills and the other for 500 headshots. I don’t have any other active challenges, yet regardless of what challenge I try to create, I get this error message.

You already have an active Challenge with the same Goal type.
I tried creating challenges for medals, medals of types, kills of enemy, and kills with weapons yet nothing works.

There are some variants that overlap and are prevented from existing at the same time. You can have kills and headshots, as you demonstrated, but can’t have medals at the same time since headshots = medals, and it would be too easy to make a bunch of challenges that all complete at the same time.
You can, however, change from Custom to one of the other types and make more challenges that use the same types that Custom is using, such as Campaign->Kills and Campaign->Headshots and they will co-exist just fine.
