Managed to get the weapons to spawn using ordinance, cant get the turrets to spawn, and still cant change the weapons for the flood…

I just spent the better part of 4 hours setting up one of my infection modes from Halo 3 and Reach. In this variant the humans spawn with pistols only and have to make it to the armories before the zombies kill them… but no matter what I do, I can’t get weapons to spawn. I’ve tried placing them on the map and using ordnance. I also cant change the infected player’s weapons or give them a specific armor ability like promethean vision for only the zombies.
This is what I wanted to be able to recreate in Halo 4(I’ve noted it with a * if I got it to work):

The armories usually had things like DMRs, battle rifles, and shotguns with only one or two extra clips and a 60-90 second respawn. There was usually an assault rifle/saw with no extra clips at a 120-180 second respawn and a turret facing a wall so you would have to rip it off to use it, and the turret would never respawn. There would also be some thruster packs(not jet packs) and hard light shields in the armories on a 120 second respawn timer, I managed to get the armor abilities to show up, but I can’t get anything else to show up…
