I cannot access the menu when I am playing Halo Wars own. I am stuck with the same pistol and assault rifle throughout the game no matter what my level is. It has ruined the game for me.
Have you tried quitting your game entirely and performing a hard reset of your Xbox One?
This normally fixes the issue for me.
