i dont think waypoint is accessible anymore and if i remember correctly u had to do it there

The ability to create Custom challenges for Halo: Reach was removed by 343i either last August or the August before that as well as the ability to have your Reach Spartan Render on Waypoint update(It is now locked as it is and cannot change anymore). I believe it was done for balancing reasons and server reasons (To simplify maintenance) if I am not mistaken, so no you cannot create custom challenges anymore.
