Yes and it is still locked behind the Vidmaster Achievements that are both in Halo 3 and Halo 3: ODST (360 versions, not the Master Chief Collection versions).

I never got all the Vidmaster achievements but I ended up getting the armour anyway, I remember I went on a few years after its lifespan (during the Halo 4 days maybe?) and I had it unlocked even though I’m missing some of the achievements.

This is incorrect sorry to say, Recon was last available just before the launch of Halo 4. Vidmaster unlocks were not transferred over to 343 but they did do a few release waves to players at certain points. If you didn’t get it during one of those waves you won’t be able to get it any more, there is no way to unlock it now.

Srsly there no way to get recon anymore. Dang I was born just a few years to late. 
No, you can’t obtain it anymore (but I have it) and Bungie gave them out years ago before the launch of Halo 4.
