Yes. Every piece of armor introduced with the Memories of Reach update are in the general REQ pool (that means you can get them from bronze/silver/Gold packs).

Some people confuse the Classic Helmets Reqs with the Reach update items; the Classic Helmets are still premium and can only be gotten through the Classic Helmet Pack, which is currently only available in the Microsoft Store.
