I was noticing in theater mode on warzone assault that there was a player who is starting each one of their lives with one frag grenade and one splinter grenade. Is this a special attribute that you can unlock and load out to your player after reaching a certain level in the game? They kept using that single splinter grenade to freeze vehicles each life and it was annoying but extremely effective.
It is a loadout that you unlock with the REQ system.

Level 4 Armor Mod IIRC - it’s called Splinter Grenade Expert. Others exist for Frags (start with 3) and Plasma grenades too
Yeah it’s something you unlock and equip. Think they were called mods.
