You cannot. Unless its a custom game of course or Flood Mode.
I believe shotguns are power weapons and aren’t a primary loadout and must be found in the map or in ordinance drops.
No spawning with power weapons. Not including custom games.

Yes everybody gets a shotgun as part of their loadouts at level SR1. Rocket Launcher is at lvl 10 but is only a secondary weapon alongside the Brute Mauler, which you can now dual wield btw with a perk that’s unlocked at level SR12

So much wrong with this post.
No spawning with shotguns in your custom wargames loadouts. In a very early Halo 4 build (I think E3) you could but they removed it.
You can spawn with a boltshot. Its ALT fire acts like a shotgun.

You have just been told differently by many different people. I suggest you don’t shun the words of those you ask. Heed their words, the Shotgun is not a spawning weapon unless the gametype specifically calls for it to be.
You could in early builds of the game. Now it’s not a spawn weapon, and called down in Personal Ordinance Drops.

Your friends are obviously not constant posters here 
It’s no worries but now you can tell them you heard from many informed Halo4 fanatics that the shotgun is a power/heavy weapon that isn’t equipped off the spawn unless in a game like Shotty-Snipers or Flood.
