Can you make a custom Gamemode in Forge

I am working on a forge map and I want to make a mode that is CTF mixed with Infection and is there a way that you can do that or no?

You cant combine two gamemodes in one, no.

Also gamemodes fall under custom games, not Forge. Forge is just the map tool, the custom games are done in the menus.
