Yes you can! 
The warden seems weird though. I got the kill medal several times so far but only 2 counted towards commendation.

Yeah, I’ve killed the warden 3 times and not received any score towards my commendation. Pretty sure the rest of the enemies are fine though
That’s because warden you have to get the final shot to get the medal
sure can. grind while you can!!
