Keith David, the voice of the Arbiter, is also the voice of SGT Foley from MW2. He also voiced David Anderson from Mass Effect.

Better yet, when the enemy team is on 900 points and your team is on 100 points, all on REQ 3 with half a team, Palmer says her usual ‘we can still win by destroying the enemy core’ only for a brief moment of silence to be followed by ‘Were it so easy…’

Because he’s not the Commander of the entire Spartan branch–Palmer is. Warzone matches, as told in the intro, are simulations; they’re being run onboard the Infinity. Arena is, as well, but it’s less of a “field test” and more competitive training. Consider Jeff Steitzer an AI, whereas Palmer herself is overseeing the Warzone simulations.
