I can’t possibly be the only person that finds it strange that the multi-billion dollar training regiment of the Spartan project does not include basic aquatic survival skills.
The Crysis series has a great way of implementing this. When swimming your character can swim at slightly less than running speed both above and beneath the surface of the water, and is only capable of melee attacks. When at the surface they’re able to jump a short distance (in order to clear ledges and whatnot). And get this–they don’t immediately drown!

No, not as a default feature.
What would be the point of it? Bodies of water are used as kill boundaries, no-man’s-lands, and hazards. Allowing a Spartan to freely swim across the waters would defeat the purpose of using them in general.

It seems like an unnecessary constriction if you can just as easily achieve that with soft-kill boundaries, but everybody hates those so I think I’d be alright with a custom game only option, or at the very least allowing us to go to chest height in water to avoid the ridiculousness that has been Halo 4 and Reach.
I’d also imagine that you’d have quite a bit of trouble getting a 1500 pound hunk of armor to “float” without some serious modifications to it.

Well that would be a problem of density and buoyancy, not weight
(just being semantically annoying, haha I understand your doubts though)
Oceanic is supposed to function in water right? Not sure if it’d float though. In any case, the canon of Halo is so convoluted that I think it’d be best if we just ignored it in multiplayer (elites, anybody?).
If Halo 5 includes naval warfare, it would be an extremely cool thing to do. For example, if you were on a small water-based vehicle that was about to explode, you could jump off and swim to shore if there was one close by. Otherwise, I can’t really see the point of it.

Another canonical issue I have:
During the Human-Covenant War, there never really was any sea-based combat. It was either evacuate the civilians from this city, secure this vital asset, or get the hell off the planet. There isn’t room to have sea based engagements when the primary battleground was in space.
In Halo, the only ocean is the stars. The rest is all ghosts and glass.

But naval combat would create so much good custom games and good multiplayer maps with small islands
Heck this concept art from halo reach shows how awesome they can be.
The first boat allows four people to be in it. However the drivers head is unprotected along with the gunner and the passengers can be oneshoted by a sniper
The second one can be the mongoose of the sea being lighly armoured, low health and fast speed.
The third can be similar to the first but the passenger’s head’s are now more protected and can clamber out quicker. The driver however is unprotected from the front of the vehicle and its overall slower.
These vehicles could be called
1st: crocodile
2nd: otter
3rd: shark
The boats could have different weapons allocated to their class: small amd light, medium, tank heavily armoured and slow.

Bungie modeled it and put the boat in game too.
From that short footage of the boat in that video of Reach - I couldn’t help but think it looked phenomenal for an early prototype build - the waves and the way the boat moved looked elegant and cool. I’m sure if 343 add this type of water gameplay - it would not only increase peoples interests into Halo 5 / Halo xbox one, but would also create a new and intense type of gameplay never before seen in a Halo game which is innovative.

Hmm swimming could be interesting. Id only like to see it in campaign or customs. But could add a cool element such as an under water fight.

Multi billion dollar bleeding edge “Space worthy” combat power armor defeated by two feet of water. & Don’t they currently test most spacesuits underwater? You’d guess in a couple of hundred years they’d have “wet” all figured out.
