Pretty much every Difficulty. Skulls require Heroic or Legendary.

Normal or higher actually, just like Halo 3.
Terminals are discoverable on any difficulty.

Really? Cause I’m mostly used to getting Skulls on Heroic/Legendary since Halo 2. Meh, I barely select ‘Normal’ in the Campaign.
