Can someone explain how Trueskill works?

I’m just curious, because I want to have fun but it’s almost impossible with Halo 4.

I won 3 games in Action Sack, and suddenly I’m up against a team consisting of players that are top 100 in the world, and one of them was top 15. Now I can’t have fun in Action Sack cause I’ll just be placed against top 100 players.

it essentally asignes you a value and then puts you against players and with players that are close to that value. Pretty sure halo 4 does not implement any form of true skill tho.
