You can get it pretty easily if you sacrifice a sibling and/or close friend to the mighty Thirsty Grunt, then buy a few hundred gold packs. Trust me, the sacrifice part is relevent.
Phaetons are redeemable in a REQ pack, but I think they are an Ultra-Rare req unlock, maybe Rare/Legendary, I have yet to unlock the phaeton req myself.
