Doesn’t matter which version on PC you purchase. As long as you sign in with the same Microsoft account from your Xbox all your skins will transfer over. The only thing that does not transfer is campaign checkpoint saves. Everything else should sync.

And while it wasn’t asked, check all of your settings on the other device! I’ve done that far too many times.
