Will I still be able to play the Classic Playlist by separately downloading the maps (if they allow you)? If that’s possible, how much will they cost?

Yes you can download them off the marketplace without buying Halo CEA. I am not sure what the cost will be.

This is correct kind of, it won’t be available instantly for download but it will be eventually.
You can also still play the Gametypes with bloom disabled and melee bleedthrough on via downloading them, they do not require Halo Anniversary.
