I am not a modder, but I would be quite interested to learn some things and participate in a group project for this if it were possible. Wondering also if folks can point me in a direction of others who may be similarly interested. Or also if someone more knowledgeable can tell me it’s only a pipe dream.

I used to be a modder for Halo CE some time ago. This would be a massive undertaking for sure. Many man hours would need to be devoted to get something like this functional, if it is even possible in the first place.
Yes it is possible. But it will take a long time to do it and a single person cant do it. You will need a team for that
