I was wondering if lets say they extend the rank cap to like 200. Now, every single game you played after 130 still earns you experience except that it is invisible and is stored someway. Once the new ranks are added (thats even if there is going to be new ranks) would all of that experience earned be added on to your existing rank pushing you to lets say 145 if you had like 500,000 experience stored?

No, they can’t. When you get capped or get level 10 in a Spec, all the experience to that last run for level 10 is lost, it does not get stored.
Why would they store XP for SR130 people? Why don’t they store XP for the people capped at 70? Why don’t they store XP for people who hit the daily XP limit?
They aren’t storing XP in any way, shape, or form and they most likely never will.
If they ever rise it, You will have to earn it!

Now that’s better, I basically said the same thing, but there isn’t a definite answer to this, but a certainty that it isn’t stored. We don’t know if the same rules apply for those who reach 130, but like I said once before, a certainty that it isn’t stored

So, you know that XP isn’t stored in ANY OTHER POSSIBLE WAY, but you are second guessing that 343 is storing XP for level 130’s? Really?

What about in Reach when there was an rank cap LT grade 3 and it never showed experience gained after that point until the rank cap was lifted and it gave all of the “invisible” experience earned. And yes I know that the ranks after LT grade 3 were always there, but wasn’t obtainable at the time. You don’t know if the programmer have done such thing for Halo 4 for those who hit 130. Your an idiot, and I WILL REPEAT IT AGAIN that it is CERTAIN that you can’t earn more after, I am not saying that your wrong, jesus.
