Some of the campaign shots that they’ve shown in their promo videos are clearly taken from a floating, mobile platform just like our theater in reach. Are we certain that we wont get some sort of rudimentary theater, such as one that lacks the ability to pause gameplay, or just shoots video instead of recording real-time game physics? Because if 343 can do it… why wouldn’t they make it easy for themselves and thus, everyone else by building it in to the game?

Devs always have access to devcams, theatre or not. Previews for the original game were the same way. Usually the devcams don’t exist in the final game.
Halo 1’s engine wasn’t built for it, and probably has a rather sketchy controller input pipeline that is difficult to cleanly record and reapply inputs to.
Just as a whole, the engine was not built with theatre in mind at all.
That is unfortunate if you guys are right when you say there is no Theater mode. With those revamped graphics I would get some really nice desktop pictures.
