Do we know when the campaign will actually become available? Is it at 12:01am local time on the 8th, or some other universal time?

10AM Pacific time. Do the math for wherever you live.
No the New Zealand trick doesn’t work.

Microsoft Store should have it stated in your local date and time.
South Eastern Australia is 5am on 9 December

Note the reason I said ‘South Eastern Australia’ is because Queensland doesn’t have Daylight Savings, so it’ll be 4am in Backwardsville
