For some reason this ordinance caliber weapon is able to be selected as part of player’s loadouts. Obviously someone at 343 has dropped the ball here.
But for real, who the good hell was in charge of this choice? Did 343 even test this -Yoink!- game or this gun? Spawning players with a shotgun is not okay. You should not be able to one-shot people with a loadout weapon. To say something like a Needler should be ordinance and a Boltshot should not is ludicrous.
