Me and my friend have just played a couple of episodes of spartan ops and me and him have both realised at the beginning of the first episode that our new weapon skins didn’t work and that also we were fully equipted with recruit armor, while I was wearing ODST and my friend, A mix of the new skinned armor offered with the champions bundle, I did a little test and tried out a couple more of the new skins and armor and again, full equipted with plain weapons and recruit armor.
343i, is there a possibility that this bug can be fixed, I know it’s nothing major, but it would still be nice to play a couple of spartan ops episodes while rocking some Mark V, ODST ect, with some of the new awesome skins, thank you 
This is not a bug. This is, as they say, working as intended. They will probably patch it next week or two once they realized that this decision was a mistake. Probably gonna fire the person who thought to restrict the dlc to war games only.

They didn’t make the choice to not include the armour and skins in Spartan Ops, and it’d be ludicrous to fire anybody over this. It’s rather unnecessary to be so dramatic, don’t you think?
The issue is that Campaign and Spartan Ops are completely seperate and very different from multiplayer matchmaking in Halo 4. This is why Theater doesn’t work with them in the game and, unfortunately, why the new armours and skins are unavailable at launch. This means that a simple patch to solve is probably very very difficult to implement, or would be far too large to be worthwhile.
343i isn’t trying to restrict us on our ability to use our new toys, we just need to be realistic here with our expectations of what’s possible and what isn’t.

I really, really, really doubt this was an active decision. More like an issue with the programming restricted them. Remember, we used to think this kind of DLC was impossible in Halo, and then 343 somehow found a way.
