Click their name above their avatar, and select the ‘add as buddy’ option. They have to accept it first before they show up

My mistake, I was talking about how you’d do it from a one of their post

If you want to add someone as a buddy(not from a post) you have to go to their forum profile, not their service record. You can look them up uby clicking ‘Members’ just under the search bar (I linked it here, too). Search for them, select their name, and then click the ‘add as buddy’ option that’s next to their name
