It’s him, Nathan Fillion, the voice actor for Buck, also has clips of his voice in Halo 3, same for all the ODSTs in H3: ODST, minus Dare.
Yes, that was Gunnery Sergeant Reynolds. He’s the Marine Sergeant you can rescue from Brute interrogation during Sierra 117 (the one who responds with: “Kiss…my…-Yoink-.”).
Gunnery Sergeant Reynolds is voiced by Nathan Fillion, the same actor who voiced Gunnery Sergeant Edward Buck in ODST. The name of Reynolds is a throwback to Captain Mal Reynolds of the Firefly-class ship, Serenity in the murdered-by-FOX TV Show known as Firefly. Nathan Fillion portrayed Captain Reynolds and so Bungie named his character after him.
TL;DR
Yup, that’s Buck’s voice actor playing another character in Halo 3. He actually played more than one.
As the two posts have said before me, Nathan Fillion has voice acted in Halo 3 and later voiced Buck in Halo 3: ODST.
From reading other post above i’m guessing this is Buck.
