Could be. It doesn’t explain how a non-augmented person would wear it though. Of course it does say it was heavily damaged and this information comes from forensic analysis which could mean it was a failure. Or perhaps some Spartan-IVs are managing to defect but not all of them can escape with their equipment so they are attempting to build their own?
And that name… It’s like whoever came up with it hailed from a certain Floridian bay area…

Rumbledrugs were a thing, amd it doesn’t sound like the augmentations given to Spartan branch are anywhere near as extensive as the II’s or III’s. Apart from that, it’s improvised nature may be more akin to how the NCR ‘used’ T-45 power armour in Fallout: New Vegas, by removing all the fancy technology. As a budget variant, I’d be questioning whether these suits have the more strength-emhancing and reflex-quickening tech that we know from GEN1.
The Void Dancer Armor is even more interesting. It’s so mysterious that even ONI is worried about, apparently.

Yup Exactly What I said when I saw it (sloppy on the Armors 343i reaalll Sloppy)… Thought Ill Give them Props for somewhat bringing back a Classic XD Lol

It looks like an up-armored varient of SPI to me. Thats what I like to think it is…its headhunter armor, from an S-III left behind on a mission.
There have been allusions to black-market augmentation procedures and chemical enhancements to go along with illegitimate power armor suits in canon fodder.
I think it’s possible if not likely that’s what its referring to.
