I don’ think skulls should be another name for cheat codes.
I think some skulls should help the player, but not too much. We have skulls that give enemies advantages and skulls that are for fun. Now we need skulls that give the player advantages, but not too much.
For example, faster strafing when using 1 handed weapons (like how Goldies in Halo 1 strafe really fast when wielding the pistol and while controlled via dev trainer) and armor that deflects bullets (like Jackal shields which Spartan shields are derived from).
Also, shield dispersion modifier. Enemies will typically aim for center mass. A skull could make it so that the shield is weaker on the other parts (i.e. legs) but strongest at center mass.

Nah, these are for fun. For example: if you complete a game on legendary, it won’t count if you have at least one bronze skull or custom skull on.

I’d rather have 343i use their time on actually fun skulls that don’t make the game too much easier. For example, I want Sputnik back, that was the single most awesome skull in the history of Halo. And we need more skulls like Sputnik, skulls that mess with the physics of the game. For example, how would be a skull that makes vehicles have lower gravity? Or a skull that randomizes the weapons held by enemies?
Surely these skulls would be much more fun than skulls that only make you invincible in every possible way. Unlimited ammo and invincibility are cool at first, but they get old very fast. Sputnik like skulls on the other hand, make you want to take them with you on every single campaign run because they’d just be fun to mess with.

The option to be an invincible fire breathing super fast flying monster should always be available to a player who wants to be one.
Unlimited ammo is already a skull in CEA. If anything, they should bring back all skulls from Halo 2, 3, Reach and CEA, add some new ones as well as custom skulls.
