Can you set up a ctf gametype where you spawn like in bro slayer (on people and spawn zones) but have it as ctf?
Nope, unless 343i plans to make it using Megalo, it is not possible.

Trust me, you wouldn’t like it anyway. Bro Slayer was took out for a reason. People abused the spawning system and clipped through parts of the map entirely to hide.
Chances are some lame HLG-Hold The Objective combo losers find a way to take the flag completely under the map.

Exactly, the only reason anyone would legitimately want “Bro” anything back in matchmaking would to complete their medal chest.
It was a an interesting gametype, but people that took advantage of it ruined it.
I just wanted it for custom games but if there was a big enough map it would be awesome in matchmaking too
Sorry, the closest I know how to make is Invasion Slayer. All you have to do is put the hills somewhere that players cant reach. It plays like normal slayer except its elite vs spartans and you can spawn on your teammate as long as they are not in combat.
You could do some funny hiding tactics on a few maps since the spawning on teammates thing allowed you to put your teammates into walls and secret rooms on countdown, reflection and boardwalk… maybe other maps too but those three were the funniest.
