Beta reward or hard\secret unlock? But not as a Pre-order, because I see a lot of people would get mad over that…
It’s a canon armor set that’s a 1\3 lighter than regular spartan armor, and so it would make sense to see it in a GEN II version. Sword chest piece and flaming helmet (flaming ninja) as chest and helmet varients\skins? (Look at Mark VI’s Varient in beta).
That armor has some legal stuff going on around it, so 343 might just not want to deal with that.

They’d have to make it very different, maybe to the point of being unrecognizable to completely get around the copyright issues. I think that the original reason that armor was in Halo 3 is because a Spartan was in some other game, so they made a trade. Maybe 343 could do that again, though I can’t see them doing that,

Spartans made an appearance in Dead or Alive series.
