Well my friend and I REALLY like playing Firefight and I remember hearing about Firefight Doubles a while back. I didn’t have an xbox at the time so I wasn’t able to play the game mode but I would love to see it come back as a permanent game playlist. I believe other people would love to see it’s return and have fun playing it with a friend.
As nice as an idea this is, its highly unlikely it will happen since the game is barely supported by 343 anymore. There have been no playlist or game updates in almost 2 years, and 343 are more focused on supporting the current game (Halo 4) and other upcoming future projects.

If you just want to play FF doubles I have success with this. Set the connection filters to Good Connection, My Language and Skill level and then go and search. More often than not it cant find any players that fit all those paramenters and after about 15 secs it puts the 2 of you into your own game.
It is not illegal nor does it break any rules about network manipulation.

Well no, since you are using in game search parameters. Theres nothing illegal about it.
If you’re playing coop splitscreen while using 3G or 4G wireless for your XBL access, you’ll never have a random drop into a FF or campaign matchmaking game.
Update… As mentioned earlier, we use 4G wireless to access XBL. This past Saturday - for the first time ever, we had randoms drop into games of FF & campaign matchmaking most of the time. A big surprise. Don’t know if something improved with our local 4G or whether the Reach FF & campaign matchmaking are becoming less picky with the connection… Saw some lag in a couple of games, not bad though. 4G works great for MM.
I just wish randoms would complete the whole mission and use a mic.
My mate connected his Xbox to his 4G from his Ipad the other night and we jagged host almost every game. Havent seen such good connections in ages.
