I think Halo 4 needs to buff up Halo. Halo 3 was like a huge package of lovely stuff, More guns then any other Halo game, more vehicles, more stuff.
You had a huge selection of weapons in which some could be duel wielded to create deadly results. In Halo 4 they should bring this back. However to balance it I say change the rules of Halo for a second. While Duel Wielding each gun should only do 75% damage. This way you wont need to lower the damage of guns.
Another thing is bring back support guns. The Machine Gun and Missile Pod were great ideas. Halo Reach had the two machine guns but still, lets add some more. A Missile Pod, Maybe a Mortar, THE FLAME THROWER.
And by Brutes I mean the Chopper and Prowler. Or at least the Chopper, It was one of the best vehicles in the game.

So you’re saying Halo 4 needs to have even more vehicles, weapons and features then Halo 3 had and if so then agreed. The more content the longer it’ll take for the game to get old.

I’ve a feeling dual wielding will come back in Halo 4 and hopefully using the weapon by itself won’t mean you have to dual wield it to actually kill something. Each weapon by itself should be potent and when dual wielded have that only slight damage reduction to balance things out. %100 agreed.

The machine gun/turret (except Halo CE) has always been around and always will. The missile pod would work for large battle scenarios with a tonne of vehicles but it’s not that great a weapon against fast organic targets. Mortars seem unlikely. Of course any of our modern day infantry units usually have a mortar attached to them but the UNSC compared to our 21st century seems extremely limited in their military response. They don’t appear to have LMGs, Mortars, artillery support (guns on the ground, not MAC guns). Flamethrower, only if flood are in the game.

Actually both are great vehicles. Would love to have both back 
All weapons should be powerful and useful. The Halo 3 SMG was good, it was pretty good on it’s own and a powerhouse with a plasma rifle or such. However the other duel guns were almost half “-Yoinked!-”.
Another thing Halo4 needs is more interactive maps and open large maps. Things like Terminal and Sandtrap. Maps with just barely enough cover to go on foot, that force heavy vehicle use.
In Slayer I’m all for foot battles but in BTB there needs to be at least two maps that vehicles dominate.
I think how dual wielding should work is what OP said but if you dual wield and only fire one gun at a time it does the normal 100% damage. So you could choose always have cover fire or more damage.
I agree with you on everything, except for one thing. When it comes to dual wielding, there should be an option in the menu where you can turn dual wielding on and off. I miss the missile pod and flamethrower, always added a little spice to the game.
And…you forgot about the Carbine, Beam Rifle and Spectre.
EDIT: What about the Scarab Gun in multiplayer, just to have fun with?

No. not 75% damage. 75% accuracy. damage should be the same. the accuracy should lower as it is difficult to duel wield two weapons
