No, BR is a good pickup weapon. It has the ability to beat most other weapons at most ranges so making it a start weapon discourages pickups unless its a power weapon. Want it, play BTB.

BR starts would just have people camping long sight lines or the high ground and picking people off all day.
Even BTB is plagued by this and people are asking for Pistol starts.
Halo 2 BR starts would be terrible with that level of bullet magnetism.

At least BTB has bigger maps than Arena, I could see why BR is better suited for BTB.
The H2 BR should have never been added to Arena in any capacity.
