Correct me if I’m wrong, the last time we saw the Arbiter was in Halo 3 along with a teaser at the end of the legendary campaign on Halo 5. Maybe, just maybe, we could see him and Chief work together again? I think this is what really made the Halo 3 campaign truly unique. The Arbiters unity with the humans is of no surprise after his rejection from the hierarchs in Halo 2. Thinking he was dead, they thought wrong. It was a sweet sound to hear Arbiter’s energy sword slice through the Prophet of Truth’s back in the mission The Covenant.
As far as I know, the last we know of Arbiter’s location is his home planet Sanghelios fighting a civil war. Who knows what the outcome is. And I’d like to know what happened to Dr. Halsey at the end of Halo 5. Hopefully Infinite answers all of my questions and some of yours.

I’m pretty sure you play alongside the Arbiter in the missions that are located in Sanghelios but you play as Locke in those missions. Pretty sure Chief doesn’t see him in Halo 5 though. Chief and Arbiter are one of, if not the most iconic halo duo, and if he did return, the game would be that much better. It was quite disappointing not seeing him and chief together after Halo 3’s events. Leaving that for a book wasn’t really the greatest of Ideas.

The last time we saw the Arbiter was in Halo 5: Guardian’s with Dr. Halsey, Sarah Palmer, Blue Team, and Fireteam Osiris. Before that you fought alongside him and the Swords of Sanghelios when Fireteam Osiris went to Sanghelios.
Dr. Halsey appears in Halo: Shadows of Reach onboard the Infinity. She was the one who sent Blue Team to Reach and patches up Blue Team when they return.

He was in a few missions in halo 5. I think we’ll be seeing him in halo infinite at some point.

It isn’t. The Legendary ending is the reveal of the Halo ring.
We see Arby in H5 and the H2A addendum cutscene that ties into H5. Unfortunately, the last time Chief saw Arbiter was when they boarded the FUD at the end of H3- and seeing Chief and Arbiter reunite would’ve been a vastly more satisfying experience than seeing Arbiter work with Osiris.
Chief and Arbiter do reunite in the wake of H5, as detailed in Matt Forbeck’s “Bad Blood.” I think this reunion was well written and nice in and of itself, but it is a tremendous shame and a missed opportunity that we couldn’t have seen it in a cutscene.As for whether or not we’ll see Thel in the main initial campaign for Infinite? I have my doubts, but would love to be proven wrong. I think 343i is really focusing in the initial campaign experience around John, the Pilot, and the lingering Cortana issue (somehow) to keep it very contained and centered on a strong core of characters. Not a bad move, but it does likely mean that many fan favorites like Arbiter, Buck, etc. will be sidelined through the campaign.
That said, Infinite’s planned to expand for a “Ten Year Journey,” and I wouldn’t be surprised in the slightest if we’re treated to a subsequent story addition featuring John and Arbiter fighting back-to-back again. There’s definitely ample demand for this among fans of H2 and H3, and I have no doubt that the Arbiter can be as compelling and engaging a character for new players today as he was way back when.

I still want to see Master Chief and Arbiter teaming up again in the upcoming Halo Infinite. It’s been a very long time since both Master Chief and Arbiter met each other in Halo 2. At the same time, I would love to see a Sword of Sanghelios spin off video game where Arbiter and Rtas 'Vadum are the main characters.
I could never get enough of the Arbiter.
