When I go to the classified section it shows the boot emblem and says to get a Spartan assault achievement to get it.

Just answered your own question there mate.
You need the Recruit achievement in Spartan Ops, plus there are 3 glyph codes to enter. 1 has already been found which gives you 10,000 XP, but the emblem hasn’t been unlocked yet since 2 codes are yet to be found.
