I fell like something has to be done with the ones who make some low ranked horrible accounts and they really onyx champ level players with another low ranked account and two others boosting rank on their real account. I run solo mostly so I’ll ended playing team of onyxs with a bunch of golds and plats I barely do ok if I do at all because most these lower ranks know nothing of pushing spawns and spawn trapping most of them don’t know the jumps and ways to move around the map and just trying to keep them alive they play like ppl do at there rank they charge and die over and over I was onyx on one account and d5 on this account I’m all the way back to plat 6 now because of this and it happens so much it’s ruining the game for us solo swat players when I do run with a team they are on my level we play good together and match against ppl at our skill level the only way to fix the ranking system is to find a solution to that problem all the recent update did was make it a slower climb sorry for the rant it’s just driving me insane when I match against these fool with a team most the time my whole teams does better than the booster I think after you hit diamond you shouldn’t be able to match anyone lower ranked than that

Boosting and farming have been issues in the Halo titles since Reach, as a matter of fact the Reach Grifball Peace Game issue still persists and some people defend it still in ill-legitimate ways and ignore CoC and ToU that they agreed to when they created their accounts. Thankfully 343 Industries has been taking action against it to help improve matters at least in Halo 5.
When the Warzone Farming issue came along back in 2015, Bravo and Ske7ch worked diligently with the 343i team to come up with a resolution to it and they did. It actually made Gamespot headlines (Click Meh!) in one of their online posts. It would appear with the current Smurfing and Boosting issue that you brought up, 343i is trying something new to resolve that which is True Skill 2.0. With GrimBrother One being a bit busy with the recent E3 events, it looks like ZaedynFel of 343 Industries was taking charge explaining the matters and answering questions, which is actually pretty nice, as it does show 343i does indeed care, contrary to what some may say. Since the main feedback thread for True Skill 2.0 has been locked, you can click on his name and send him a PM with concerns or questions or reach out to Grimbrother One or Unyshek on Twitter with any questions or concerns.
You also do have rights as a User of Xbox LIVE, such as the Report feature, one of the many features provided to you for the service you pay for. If you feel somebody violated Code of Conduct or Terms of Use, which in the Halo games does include boosting and farming as 343i has shown their stance against it, hence making it cheating, don’t be afraid to use that feature and allow the LIVE Enforcement Team to do the rest.

Is there a number I can call and talk to enforcement this crazy how much it goes on. I’ve been playing since Halo CE first came out.and this has been a problem since H2 it’s really ruining ppl time playing.
I’m curious: does TS2 predict deaths per minute as well? I am wondering if somebody could purposely throw placement matches then party up with high ranks to deal damage (with a low kpm) and have the game knowledge to avoid feeding the enemy team. There are quite a lot of hoops to jump through for it to work, but would it get flagged for a ban?

There is no number to call. Xbox Enforcement acts based upon XBL reports, so when you encounter boosters you should report over Xbox Live.
It’s also worth noting that Halo 5 has recently taken a very hard stance against people doing things like smurfing and boosting, as detailed here.
