The CGI Prologue and Epilogue cutscenes in Halo 4 show Chief to be much larger then he actually is.

Edward Buck also stands 6’2" with no augmentations, so apply what I just talked about and he would be around the 6’8" to 6’9" mark.

As the Chief, yes. There are Spartan II’s that are far taller then Chief. Again, I never said they(the II’s) were vastly taller, I said in those few inches you would see a significant difference. However I will change my Spartan IV average height to a more proper number.

There is, in no way aside from Blur not getting the heights correct, that Locke is as tall as the Arbiter.

Most II’s ranged from 7’1 to 7’2. There were a few notable exceptions. Two of them being Sam and Jorge, but for the most part the II’s were around the same height.

I would buy two copies of Halo 5 to witness that.

For a SPARTAN-II, John-117 isn’t exactly a towering giant. At 7 ft. 2 inches, he’s somewhat average for an SPARTAN-II. I very much doubt that many of the SPARTAN-IV’s experienced radical growth spurts during their augmentations (after all, they had all gone through puberty by this stage, whereas the SPARTAN-II’s were still growing when they had their augmentations). Samuel-034 and Jorge-052 are undoubtedly the tallest SPARTAN-IIs, I think I’m right in saying that Sam is slightly larger than Jorge, both standing at around 7 ft. 6 inches, contrasted with the smallest S-II Alice-130 who comes in at 6 ft. 10 inches. The difference in height all comes down to genetics, given that we see post-augmentation SPARTAN-IIIs that stand at under 6 ft tall, whereas other SPARTAN-III’s such as Noble Team are roughly the same height as the smaller SPARTAN-IIs, around 6 ft. 10. Essentially, what I am trying to grasp at is the fact that tall SPARTAN-IIIs and SPARTAN-IVs would have been tall anyway, even if they had not undergone the augmentations.

Of all the missteps in Halo 4. The scaling in the campaign is definitely up there.

Scale is compaign is accurate, the cinematic is not.
