Yes.
I believe it was originally glitched and people could do LASO without it, but it has since been patched, so you DO need Blind active.
Yes, only for Reach challenges was Blind not required.
Yes. Has been confirmed by the famous Tyrant/RC combo. I’m working on mine. Ended up cheating and putting a little piece of paper on the TV where the reticule is for a bit of help.
Yes you have to use the Blind skull.
A tip for you would be to go into regular campaign and paste a marker where your reticule is.
That way you will have the chance of easier head shots and such, of course you wont know how much ammo and such you have but ah well.

Blind isn’t all that bad if you remember 3 things:
1.) I did LASO and kind of cheated and stuck the corner of a post-it on the screen where the reticle was.
2.) If you press “back” it shows what gun you have out
3.) Your post-it reticle won’t work for vehicles

I just stick a blob of blue-tak where the crosshair should be.
You will need to adjust it every time you climb in a vehicle.
At the start I had to check MC’s shadow to see which gun I was holding until I discovered the back button. -.-
