KBM Advantages:
Easier to no-scope (controllers don’t get aim assist here)
Easier to grapnel hook weapons (controllers don’t get aim assist here)
More agile vehicle controls
Quicker, more precise movement (takes longer to master but pays off in the end?)
343 has acknowledged the frustration KMB players feel with MCC and have promised tighter controls for Infinite.
Controller Advantages:
Aim assist.
Halo’s energy shields and spray-n-pray automatic weapons mean longer tracking time compared to other FPSs, something controllers tend to be better at (as opposed to KBM flick shots).
I am assuming that your preferred input device will be locked (you cannot switch from controller to KBM on the fly in competitive MP).
I am also assuming bullet magnetism will remain the same for both KBM and controller.
Controller will need aim assist and probably a touch more magnetism.
KBM has the advantages you mentioned plus turning independent of aim.
Hopefully 343 have built in the ability to make subtle changes to aiming so that they can gradually even out the two groups (the two populations should have identical normal curves for skill ranking).

Honestly? Just keep them separate. Halo has always been a console shooter first. Maybe the restrictions are more lax in something like infection or social/party game types, but keep them separate in competitive.
