Recon Pre-order bonus or the default helmet are my favorite. Military Police is pretty cool too with default chest and arms.

Mark V (the default one), Hazop, and EVA are the top three on my favorites. I wouldn’t say they’re the best, but they’re definitely personal favorites.
I only wish that Hazop wasn’t turned into the monstrosity it is today in Halo 4.
