practice makes better, just play and you will develop tactics. I am not that good with the br but I think this kind of advice applies to all weapons even magnum.
Practice using the scope from a variety of distances. Some players find the scope helpful in relatively short distances, say 20 to 30 meters, while others will never use it under 35 or 40. Also, you don’t always have to aim for the head from long distances. Pick up an assist early in the game and get the confidence as the game progresses.
scope when enemy is respectfully far away, no scoping is easier at close range, how I became so good at BR? I let allies deal with armor and I take foot troops 1 by one

Uh, don’t play H4. The bullet magnetism is insane and poorly affects the credibility of ones true ability.
Practice makes perfect.
Tip: Use the Halo 3 BR, not the H4 one.
Each gun has advantages and weaknesses. Find them and exploit them. Tailor your Loadouts to match your playing style. Close quarters combat? try the assault rifle with the magnum, thruster pack, and shielding. Stealth? try a mid-range weapon, Bolt Shot, active cammo, and dexterity. Many would disagree, but strategy will often trump skill. Learn your maps, find the fastest ways to get to power weapons or vehicles, or strong-hold positions. Radar might be the most important tool to master and utilize. Either you can keep an eye on the location of enemies or trick players to walk/run into a trap. Also stick with teammates. Two average players working together can often take down a skilled opponent if they double-team.
H4 is pretty easy to be good at. Load a Carbine or BR, pistol, stickies and what ever AA ‘n’ perks you want and you’re guarantied a kill. Best BR player in H4 isn’t much of a title that carries any weight.
Being tops with the BR is only 50% getting good at targeting. The other 50%? Knowing when to use it and when to use something else. Getting a lower-latency internet connection. Using ethernet instead of wifi. Making everyone else in your house get off the internet. Wiring your controller. Getting a TV with less input lag. Point is, there’s a lot more to it than just hand-eye coordination.
A good tip is to shoot before you can see the enemy. Coming around corners, jumping up / sideways from cover and shooting where you think the enemy will be will help land a first shot or help with an assist. Shoot lots of bullets and you will improve is what I’m saying.
