Are you talking about Halo 5 Forge mode for PC?
Yes
Why? There really is no reason to increase your SR in forge.

Customizations via emblems/armor/skins. There still is a small community on the pc custom games that are stuck with the recruit armor.

Suppose I am against it because I am against Halo being on PC at all. They shouldn’t have even put forge on PC IMO. Because if they do Halo like they have Halo Wars where PC gamers are going to be able to play against console gamers they will eventually kill the console community. Once PC gamers start using their hacks to cheat, as they will always do, it will no longer be a level playing field. And as long as it takes 343 to fix anything may as hang up your controller if you are a console gamer.

If it helps ease your mind, both halo 5 and halo 5 pc have the same forge capabilities (excluding modding) and the console version, which is paid, is the primary source of forging than the pc version which is free. As for the hacking/cheaters in the pc version. I have came across them and completely agree that they negatively impact the game, but from my halo 5 pc experience those cheaters often have people immediately quit their games and are often tossed to the bottom of the playable games, which is done more so by the community than 343. As for future titles, yep I have no idea how the community will be.

“…Once PC gamers start using their hacks to cheat, as they will always do, it will no longer be a level playing field…” - So, you say, that every PC gamer is a cheater/hacker just for playing on PC? I am currently playing Destiny 2 on PC, as an example, and have yet to come across anyone who is cheating (except for using DDOS Attacks to let others time out, which also happens on Console). If a Developer and Publisher encrypt/secure the game and netcode properly, add proper anti-cheat (most Devs and Publishers do this by now) and either let the anti-cheat do the job or ban on review, you can count the amount of cheaters you encounter with a single hand.
Take Overwatch as another example: I never encountered a single cheater in OW on PC, since Blizzard is cracking down on them with banning their entire Battle.net Account if they cheat and even if they create a new Account and purchase a new copy of OW, they pretty much get insta-banned again. Blizzard does it properly and how it should be done by every Company.
Yes, you will always see people using cheats/hacks on PC. This is one of the downsides of having a more powerful system and a semi-open Operating System and not being limited to what the Manufacturer wants, in case of Consoles. (Only verified Games and Apps, having to pay an additional fee to play online and use most online features etc pp).
Halo 6 is supposed to launch on PC as well and even if it will have cross-play, it will only be in Story Co-Op and PvE Modes. PvP and especially ranked will be restricted to the specific platform.
No need to be worried about PC players ruining your fun.
For me, personally…I can’t wait to play Halo 6 on PC. I have been a Halo fanboy since way before Microsoft announced the Xbox and bought Bungie back then to make Halo an exclusive for their Console. Was kind of a bummer, but in the end I played Halo 1 and 2 on both Xbox and PC, Halo 3 - 5, ODS, Reach, Wars on the Xbox Consoles and currently Halo Wars 2 on PC.
