what does arbiter mean by this…obviously he is talking about chief…
but is this more "chief messed everything up for us now were going to die"

The most obvious thing (to me), is that he’s talking about the flood and the key to defeating them once and for all. Which are somehow linked into Jon’s past. Be it his direct actions and/or anything he’s learnt along the way.
Then, of course, there’s the Geas theory. Which as plausible as it is, still has too much missing to be proven.
Only time will tell.

I took it to be a neutral statement, so neither. He was just saying that upcoming events are related to what the Chief has previously done, not necessarily that Chief messed up or that he’s needed to save everyone.
