Above are my findings with regards to bullet velocity inconsistencies in the Battle Rifle. That was the only weapon tested, though it was tested thoroughly (with examples of differences shown visually). This is a major problem and we’ve all felt it at some point or another, this is simply visual evidence and a possible explanation for odd handling of the BR.
I encourage you to take the time out of your day to watch the full video as towards the end is the testing, though there is important information all throughout.
I hope that this brings us closer to solving gameplay related issues with the MCC.

Did you compare this to the original 360 version? If the two are consistent then I don’t see a problem, but upgrading the frame rate from 30fps to 60fps can do some funky things.
Also, some other things you might want to consider. The BR fires 3 shots at a time. Theoretically, The first test you performed could have been the 1st bullet hitting, and the second test could have been the 3rd bullet hitting. That seems like something that would be incredible difficult to test (lots of editing through the in-game theatre), so I would recommend using a pistol or some 1 shot weapon.
My problem is i’ve really only noticed this with the BR in H3, though presumably it would also work with the other weapons. Didn’t have time to test 360 H3 but that’s coming next.
The problem is I went through frame by frame to make sure I caught the first bullet hitting the player (the 2nd bullet fires 4 frames after the 1st and therefore would land 4 frames later, the 3rd would then be 8 frames later) this is simply not the case as it takes an odd number of frames in between kills. Not to mention the kills I led in with at the beginning of the video are very inconsistent and in more than one you can watch the bullets land on the enemy’s head.
I do agree with you however in that testing of the 360 version is very necessary and that will be my next step!

EDIT: also I am recording in 60 fps and stepping through frame by frame with sony vegas at 60 fps as well (to avoid error).
