343 should make the unobtainable shoulder pads available, such as Carter and Jorges, left shoulder pad, as well as Emile’s right, whether that’s given at tier 100 or slipped somewhere relevant into the battle pass, it would be a great addition. Love that they’re in the game but I would like to put them on my custom character rather than have to use the whole kit just for one or two pieces of armor. Edit: to the few people seeing this, it looks like these shoulder pads are going to be available in the shop for $10 a set…

They could easily have a little more space in the Battle Pass by not making shoulderpads 2 separate unlocks and not making emblems 3 separate unlocks. That’d be a great way to add some more space for the missing items.
But if they make it too rewarding then how are they going to get you to spend 
in the store? 
From a business standpoint that’s understandable but to my knowledge they won’t even be in the game as armors that are going to be released in the store such as many of the chest pieces have a caption that says something similar to “stay tuned for more details” then are put into the store to purchase. I understand they want to make money and I have no issue with that but from a nostalgia point of view, those were some of my favorite armor pieces in Reach.
There have been bots in the game with unobtainable armor customization. My guess is that later (After the Beta) or when the next few events drop, more Reach Cosmetics will release.
