The Warzone simulations were designed to represent actual opponents faced by the UNSC, but modify them for use in a simulation. So the individual, or at least who the simulation is based off of, is canon, gameplay details may be entered by the simulation staff to make it more challenging or different for S-IVs. So the SoS vehicles may or may not be canon (probably non-canon details entered by simulation staff).

Like the in-lore equivalent of gameplay-trumps-story tenet, lol.

The technicians in charge of making the simulations for the warzone were fans of these covenant leaders and their exploits, so they included them into the battle simulation.

It is entirely possible that the UNSC is preparing in case they need to take up arms against the Sangheili. It’s hardly the first time we’ve seen such preventative measures.

On that note, one of the past Arbiters would be pretty cool as a boss. What about the dual-wielding one from Wars?

Well we know the Warden Eternal is in there. Probably extrapolated information from Blue Team and Fireteam Osiris to build on movesets and capabilities so when he comes back the other Spartan IV’s will be better prepared to fight it.

Also the Mythic version may be a variant to even push harder from the described real warden
