I don’t understand how they can enforce that when you are allowed to have multiple accounts on an Xbox (ie it’s a console shared by multiple people in a house)

That is a good point. We have 3 x-boxs here all with multiple accounts on each. The one in our lounge room has one for all of us, including my brother-in-law and nephew.
